Xiuhui is an accomplished civic sector leader with a background in policy and public administration. At Bennett Midland, Xiuhui has supported cities across the United States in tackling diverse challenges through Bloomberg Philanthropies’ Innovation Teams program, including Durham and Detroit. She has worked closely with not-for-profits such as Bowery Residents’ Committee and the New York Legal Assistance Group on strategic planning to increase their impact. A seasoned facilitator, she has designed and led numerous trainings and workshops to hone staff skills and spark new ideas for organizations including the New York Police Department and cross-disciplinary public health teams around the country.
Prior to joining Bennett Midland, Xiuhui worked on education, finance, labor, and social welfare policy in the Singapore government. She was concurrently the head of the strategic planning and communications planning units of the Ministry of Education, the first time these roles were combined. In that capacity, she strengthened the integration between strategic planning processes and internal communications and engagement, critical in an agency with close to 40,000 staff. At the Ministry of Manpower, she established and led a unit that oversaw migrant worker welfare policy. In this role, she coordinated government efforts to implement effective responses to the mistreatment of migrant workers by employers, including stronger enforcement actions against illegal or substandard housing and better communication with migrant workers about their employment rights. Xiuhui holds an AB from Princeton University and an MA from New York University, both in Philosophy.
